Furthering what Kaboom stated, Gotenks Super Saiyan 2 actually appeared in the manga for one panel only. Though, as it being my favorite form, I must say it is not perfectly represented.

To be fair on the opposite end of the spectrum. Just because Gotenks is seen with a lightning over doesn't necessarily mean he is a SSJ2. There have been characters, like Nappa, that have demonstrated an electric aura when realeasing their Ki. And another thing is that these sparks could be the initial sparks of the SSJ3 transformation as Gotenks hair grew out. I believe that Gotenks is indeed a SSJ2 here. But I just thought I'd give the other side some points.

If I had to guess, at bare minimum its ten times the power of SSJ3. I say since in GT the brown/black fur on Goku's tail never turned gold until he's in SSJ3. Therefore, Golden Oozaru is pretty much SSJ3 times regular oozaru. SSJ4 Goku also beat oozaru Bebi Vegeta, so yeah, ten times SSJ3 at the minimum if you want us to put a number on it.

I should really go back and watch GT. I was never a big fan of it so I haven't seen a lot, but it would make for a great way to kill time while waiting for Fulkkatsu no F.
