In a DBZ Kai dub line, he says, after beating Kamiccolo: "I guess, I don't know my own strength. I was having such a fun time absorbing people I didn't realize I'd taken so much more power than I actually needed. Oh well."
So... Imperfect Cell could have actually been more powerful if he absorbed more humans? Is this line in the manga?

Well looking at the average human power level, it is around 5. I have no idea how much energy cell received when he had absorbed them, but it wasn't very much statistically. However, as Kai had said it, maybe by absorbing large quantities of humans he could of gained a greater increase in power. If you look into the fight with Kid Buu versus Goku, Goku uses the spirit bomb in order to destroy Buu. Nonetheless, he had help from the inhabitants from the earth (To this day though I still believe that they didn't provide as much energy as the other Z fighters) as you could see they added a estimable power to that spirit bomb. So to answer your question in a summary, It depends on how much power Cell received from the humans and how powerful they were. In general, if he had absorbed a majority he would be a bit stronger to me, but not as strong when he had absorbed #18 and #17.

This has always been a bit of a plot hole in Dragon Ball. If Cell could gain that much strength from absorbing regular humans, why did he even need the Androids? Although it can possibly be explained by the fact that there are only so many humans on the Earth, and absorbing them all still wouldn't result in a power increase equal to what he got from 17 and 18. You can say that Cell could have found other inhabited planets and absorbed the life there and eventually reached a power level equal to his perfect form, but that just seems like such a hassle when the Androids are already right in front of him. Also there's the fact that Cell wasn't just seeking power, he was seeking perfection. That gross bug form was far from perfection, and it's possible that the data he gained from the Androids also enhanced his mental abilities. Martial arts, tactical awareness, general wisdom/intelligence, you get it. So I was wrong, it's actually not a plot hole, it just requires some basic thinking.

We don't know how his absorption works though. Because Cell seems to absorb everything from the person he is absorbing. The cells within the human body have copious amounts of energy which can be converted into quite some useful things if we could ever find a way to transfer our chemical energy into things. I wouldn't really call it a plot hole. Just because we lack information on the character doesn't make it a plot hole. For all we know there is a limit to how much people Cell can absorb before he can't gain any power at all. A plot hole would be something like in GT where the Pilaf Gang managed to bridge the gap between Karin tower and the lookout even though they clearly don't have any thrusters on their mech's. Of course cell could get stronger,but it would take him forever.and there was nto enough humans to absorb in future so that a big problem
