I mean, out of the numerous complaints I've seen about GT, I don't recall anyone ever complaining about Ledgic or Rild being so strong.

But this is different. A level like Piccolo's isn't that hard to attain in the grand scheme of things, considering how vast the universe is and how many realms the DB world has. A level like Majin Boo's is a tad more far fetched.

Yes, at the time, under Freeza's reign.

~20 years since Freeza's death and seeing how vast the universe is, it's not unbelievable. This is a bit of a nitpick, don't you think? Super strong guys have come out of nowhere in Dragon Ball before. It would be a serious problem if the grunts defeated someone like Gohan or Gotenks, not Piccolo.

Why is it so hard to believe that at the time, Freezer was widely considered the most powerful in the universe? As far as he knew? He was famous for his reputation. Not everyone knows everyone in the world? Why would you expect everyone to know of everyone in the universe? Nobody knew Goku existed really and no one hardly ever seems to know. Goku didn't know about Freeza or Vegeta or Radditz. It seems pretty easy to suspend disbelief here. Also whenever someone in real life is attributed such a title as strongest in the world it's usually a novelty more then absolute fact.

I feel like if that story arc was written today to continue the series from after Freeza's arc, people would bitch about how silly it is that he was able to collect all the Warriors DNA, including Freeza, for years.

I'm so mad at this movie and still think it was a bad idea to bring Frieza back. Instead it should have been some super master of another universe
