The strongest Saiayn was like 10,000 in PL, and Freeza had 150 million. Why would he fear them ever rebelling? It's because he's paranoid and cowardly.
And to top it off, there was the legend of the SSJ.
His fears were justified. Unless he could train for 4 months and reach Beerus level... Oh, wait..

If its true that saiyans could improve dramically thru zenai why didnt they evolve? why is that that almost every single saiyan had a same power level like the other saiyan. Were they just not interested in competing against each other? Why is it that every saiyan was so weak. their only source of real power was too transform into ozaru.
Also frieza had a power level of 530,000 in his first form and not 50,000 so get your facts straight. Ozaru's are freaking slow and frieza knew about the weakness of their tails therefore he would had no problem dealing with saiyans.
