Yeah it doesn't look like they are gonna even make an appearance. Although I don't mind, I was hoping to see them having aged a little bit. The one thing that bothers me about that quote is it still implies that they are kids but... shouldn't they actually be teenagers by now? If they were what, 7 or 8 during Buu... Shoudln't they be around 12 or 13 by this point? Shouldn't Trunks look more like he did in the History of Trunks special. Out of curiosity I was reading through the Toriyama contributions section of the site and I read this passage...
Which sort of debunks the idea that we haven't seen any of Toriyama's Hell. Although we don't know the specifics of what, it seems he did contribute to the Hell seen in the anime.Second, the Dragon Ball Z Anime Special also noted that the episode where Goku accidentally falls down to Hell is also “full of Akira Toriyama-sensei‘s ideas!!” Unfortunately, it is not any more specific than that.

I wonder if Jaco shows up in the movie because Whis uses time travel to fix something, which as we know is forbidden by Intergalactic Law. Even if not, I wonder if that'll play into the story somewhere since he's there.

Well, thanks to AjayLikesGaming, I translated this Japanese summary of the second manga adaptation. I'm taking it on faith that whatever random Japanese person typed this up did a good job; obviously it's no substitute for having the actual chapter. Anyway, this ought to be better than the initial translation that's been kicking around.

And this has always been the difference between Goku&Vegeta and it's great that it's being address finally which will lead to Vegeta doing a lot better in future battles.
