Evangelion is supposed to be dissonant, though. Having upbeat themes as the show itself goes to hell is part of its deconstruction of that genre.

It is! Sadly, both Elfen Lied and Brynhildr have a more complete manga than anime, and both mangas are worth to read, even after seeing the anime. I love how the mangaka for these series is very unconventional, and therefore, his mangas are underrated. Read it and you'll probably cry, laugh, and be in shock. He likes to critique human nature in his stories and mix in shocking moments. In a way, it has really hit home in a lit of places.

Sadly, you cannot obtain his mangas in the English speaking world, but if you are, Japanese, French or German, you can buy both Elfen Lied, Brynhildr, and more.

Anyways, yeah, just like Death Parade, Brynhildr, Elfen Lied's credits theme, Cowboy Bebop's opening (this one is unconventional since the general genre of Cyber Punk would use something more along the lines of New Wave or Synth, yet Bebop goes the other way), and many others don't necessarily have to "fit" the story. However, Dragonball's opening is more tailored to the show's shonen theme, where the lyrics talk about getting stronger, having an adventure, and taking on the bad guys. But even then, say during the Freeza arc, one could argue Cha La doesn't fit. I would say it is used artistically as a contrast harking back to the old times of the bright blue Earth Sky and seeing their friends searching for the Dragonballs and training for tournaments. Then the episode begins, with that dull green sky and evil looming at every corner of the planet, and Goku's friends are now all deceased.

Cha-La does become a touch ironic in the darker bits, for sure.

Toei as an animation studio is notorious for going the cost-effective (cheap) route when working on long-running shows. Most of the super popular shonen shows of the 80's/90's got only one or two openings at most. Fist of the North Star, Saint Seiya, Dragon Ball Z, etc. The shows were doing well enough profit-wise. Why spend the extra money on new openings every now and then.
Even though your point has been debunked by Jacob, I gotta ask, how financially stable was Toei during the 80s/90s?
