Would you play one? Do you think one would have potential? What ideas would you have for one?

If any series has basically gone out of its way to make an RTS impossible in-universe, it's Dragon Ball, where thousands of powerful planet-busting warriors were no match for one guy's finger.

He's probably referring to the Bardock special. Zarbon was the one who first recommended destroying Planet Vegeta because the saiyans were rapidly growing in strength.
It was actually Beerus disguised as Zarbon #StayWoke

Like with Freeza, where he starts off over 10 times stronger than all his henchmen except Ginyu (because...well, just because), then we find out he can transform and get even more powerful, and then he reveals he can transform two more times, before finally coming out with the fact that he hasn't even been using anywhere near 50% of his power. Oh, and he can survive in the vacuum of space. All this stuff is just presented as the way Freeza is, without even an attempt at rationalizing it, yet the tone dictates we're supposed to take all this silly grasping at straws as thrilling danger. So I guess I don't really take the power inflation in the Boo arc seriously, but I don't take the power inflation in earlier arcs seriously either, so there's no net loss of seriousness. I think a silly story presented as serious is harder to accept than a silly story presented as silly.

You could say the same thing about the fighting games, where Kid Buu cannot one-shot Kid Goku no matter which attack he uses.

While it's not a RTS, there is a custom game for Warcraft III The Frozen Throne called DBZ Tribute Elite. Most characters handle like MMORPG games with a top down view (because it's based on a RTS), but there is a character that can build bases on gold mines, farm for stats, establish tower defenses and fight like any other: it's Geti Star/Meta Cooler. Here's a link to a video - https://www.youtube.com/watch?v=gHboI9uU04E (sorry for the bad music). The custom game itself is not worth it, because it's very unbalanced, but it's the closest I can find to a DBZ RTS/RPG.

A Dragon Ball RTS could be based on Freeza's army conquering planets, or involve the Saiyans and the Tsufuls fighting each other for the control of Planet Plant.

There are so many different factions within the franchise that I feel you could make enough different armies.

Hell, Xenoverse already alludes to an alternate reality in which there was a war between Piccolo Daimao's Mazoku, the Red Ribbon Army, and Babidi. That would make one hell of a fun RTS, methinks.

I was actually thinking of improving the Warcraft III custom map, or creating one of my own, where instead of using the manga/anime heroes and sagas, we would be able to pick a race and stick to it, or branch to another with "breeding houses" (i.e. the hero/unit buildings of WCIII). Crossing races would be limited, starting with pure based ones:
- Saiyans and Humans can give birth to Half-saiyans;
- Humans can turn into Cyborgs with Dr. Gero's lab;
- Dr. Gero's lab can also turn Frost Demons into Bio-Androids;
- Namekians can create Demons by twisting their own image;
- Majins with Kaioshins inside can split or unabsorb them.

It would most likely play along the lines of DotA and League of Legends. Oh, if only some professional company would make something along these lines or Dragonball Online's...
