So Captain Ginyu's body with a mind of a frog is on Earth?

I mean, before Buu killed everyone and blew the planet up. Is it implied in the manga that Ginyu's body with a mind of a frog was also brought to Earth as part of the wish? That frog with the mind of Ginyu is on Earth too, right? Filler aside.

No. Frog Ginyu and Ginyu Frog both perished originally on Namek when Freeza destroyed it.

I don't think the manga sheds any light on this matter from what I can remember. It's possible that neither the animal with the mind of a man and the man with the mind of an animal actually counted as a proper "person" to transport...

You know I just re-read that chapter when Dende makes a wish to Porunga while Goku and Freeza were fighting each other, and I initially thought that Dende had been specific about the wish, like he wished for all of the good people to be brought to Earth, but no, he really did wish for everyone on Namek to be transported to Earth except Goku and Freeza. So... hmm... I don't really know what happened to Frog Ginyu or Ginyu Frog. As TheDevilsCorpse noted, perhaps neither of them qualified as a "person".

I prefer to think of it the way anime portrayed it. Frog Ginyu making unexpected cameos was funny and since it wasn't moved in the manga, it may as well stay like that

Well, it depends on if the wish was "everyone" or "every person" because the former would not be exclusive to just people, right? I'm pretty sure I've seen the word "everyone" in context for animals. Or am I getting the semantics of "everyone" and "every one" mixed up here? Something like:

Farmer: They may have foot & mouth. Check everyone.

Or is it?

Farmer: They may have foot & mouth. Check every one.

You see about 20 people from the aerial view and from the following panels, you can use the positions and sizes of the people in the aerial view to deduce who Gohan, Bulma, Dende, Piccolo and Saichoru are. The next page also shows Vegeta among the group. 20 is far from everybody who should have been transported (six villages of 10-20 each would amount to 60-120 Nameks alone). However, the aerial view shows only humanoid bodies (so Nameks, Gohan, Bulma and Vegeta).

In anime filler (yeah I know it's not an authority ) you see Frog Ginyu right before martial arts tournament, when Sharpner or watever was his name tried to unmask gohan.

Still if I were to say, I think that ginyu WAS transported to Earth, there is no reason why the wish to transport All people except Goku and Freeza, would skip Ginyu.

I think Ginyu died when Freeza blew up the Earth. If not then he likely died from Super Buu or Kid Buu many years later. Since he's in a frog body now then he can't swap bodies unless he can find away to speak someone with the same language like what happen with Bluma in the filler episode. If he died from Buu then I would imagine he was brought back since he's a frog now and he can't do evil things now.
