Discussion, generally of an in-universe nature, regarding any aspect of the franchise (including movies, spin-offs, etc.) such as: techniques, character relationships, internal back-history, its universe, and more.
Dr. Raichi & Baby wanted to eradicate all the Saiyans, and Freeza, Coola, Slug, and Tullece were revived through Hatchiyack specifically because they were racists towards the Saiyans. So, these 6 are probably the most racists, I guess. I don't recall any other villain to hate an entire race.
On the other hand, the Red Ribbon Army seem to be the less racist group, since not only we see a lot of diversity in ethnicities, they even have a homosexual person in their highest ranks (General Blue).

Beerus doesn't want to destroy a race. Only whatever planet he is unhappy with. You don't see him killing off all the Kaio and Kaioshin because he got mad at the Kaio that one time and blew up the planet.

Beerus destroyed King Kai's planet because he lost to him in a car racing game. Beerus wanted to destroy Earth because he was denied pudding. Beerus wrecks shit out of childlike anger and pettiness. That's one of his defining characteristics.

I'd say Freeza's racism is the most palpable and Baby can't really help his prejudice as he was made to be that way. So, I'd say that Cell is the most racist since he believes that he is the perfect being and that no one can amount to anything by comparison.

In Tree of Might Tullece is portrayed as a patriotic Saiyan, just like every other member of the race. And his crew had a total of 4 different races, if anything he's one of the least racist DB villains. He was included in that group since there were no other suitable major villains to choose from at that point. Garlic was supposed to be trapped in the Dead Zone, the Cell saga was still on-going and Dr Wheelo was too much of an unconventional villain.

Cell should technically be most racist considering he thinks he's the only perfect being. He's the only one of his kind, and thinks everyone is lesser than he.
