It's been addressed as in bringing it up before, but we don't have an answer for why he regenerated in his first form to begin with, nevermind why he has his battle jacket on.
Personally, I would have liked if he regenerated in his true form, but his power started to destroy the scouters and the ship. So he regressed back to his 1st form and then blew open the chamber.

The machine probably had some sort of robotic arms put an armor on him off-screen. I mean, this is the guy who likes to sit in a floating chair everywhere he goes. He's just lazy like that.
As for the 1st form, I don't see a problem. Freeza can't revert to his 1st form whenever he wants to?

I don't know, the way it's depicted just seems like a huge stretch to me. They have all these chunks of Freeza's mecha form. It seems like the logical progression would be to take off the mechanical bits and just let the pieces grow back together and then restore whatever is missing afterward, THEN regress. But he is literally shown with the inorganic armor already on in his first form while his body is regrowing parts he still had while mechanical.
