If Freeza with his powers was basically ruler of the universe. Why didn't a being like Ledgic try to take over the universe/ and or kill the Kaioshins like Kid buu ?
Really tempted to say "Because GT", but he probably just doesn't like power. Otherwise, he'd of gone for being a conqueror of the universe, he's probably just interested in money and couldn't care less about having a throne to sit on and a crown on his head.

Legic is nothing more then a thug for Don Kee. I don't think he wanted control of the galaxy or anything big. There's a alien that looks like Legic in the manga adaption of ROF, but I don't think it's Legic. It's likely just another alien that looks like him since we have aliens that look like Cui working for Freeza before.
Ledgic was just a thug interested in fighting not really conquering anything.

The Universe is a big place-The PTO were only prominent in one quarter of universe. If characters like Ledgic are running around, it would be in the Cold Families best interest to not try to start unnecessary battles where they could lose. If Ledgic was power hungry, the same would be the stated for him as well.
Same reason that the Z-Senshi didn't take over the universe.

He came off more as a solo fighter / bodyguard type of character. What little bit of his character that was shown suggested traits not akin to those of a tyrannical leader. He just didn't seem to have the desire nor the authoritative capabilities and/or mindset to assemble an empire like Frieza's. To a certain extent, he probably could have gone on a rampage and taken over some planets through a solo effort, but he also didn't exactly come off as a merciless monster who thrives off of senseless destruction like Buu.
Ledgic strikes me as more of a hitman, than a ruler. Ledgic would never have agree to work for someone like Don Kia, who was pretty much a successful version of Pilaf, if he really wanted to become a universally revered figure.

Please tell me why Rild, the strongest person the GT trio had ran into at that point, is the first person noted to be stronger than Majin Buu if Ledgic and Luud are supposedly God tier and already stronger than Buu?
Because Ledgic wasn't in it for glory, fame, money or really any of that. He was a proud warrior looking for a challenger that could match or best him. Ledgic reminds me of a monster from Power Rangers Lost Galaxy, I forget his name but he was never really evil, he just wanted one last challenge in a 1v1 duel before he died. It's not about domination it's about testing your strength. I really wish we had more villains like Ledgic!
Plus that dub voice...I'd listen to him read a phonebook.

Legic is alright, I hate his head design since it reminds me of Floop's Fooglies from Spy Kids. Not to mention for a pretty cool character, he was totally wasted since he was in one episode from what I can remember. He could have freshen out more in my opinion.

I thought he looks sort of like a Ferengi from Star Trek.
