Sabat as Piccolo, Vale as the Budokai announcer, Straight as Kurririn (Steele as Kid Kurririn) and Armstrong as the DB narrator. The dub voices in that list are a far cry from their Japanese counter parts but they were very true to the spirit of their respective characters. I think that's what counts most. Straight's Kurririn isn't Tanaka's Kurririn but I undoubtedly hear Kurririn when he speaks.
Edit: Ah, 17 and 18 have great voices too. I can't believe I forgot them. I do prefer 18's old voice though.

Ocean Vegetto's voice is the best I've heard for the character - it's Vegeta's voice actor doing a Goku impression. The dual-voice thing sounds like a great idea, but in practice it's too easy for the voices to be slightly out of sync or otherwise dissonant.

Norio Wakamoto is a fantastic actor but I feel like Dameon Clarke's Cell suits the character better, despite not being as talented as an actor and lacking the experience.

For once I am in agreement with you. The dual voice thing is incredibly distracting and doesn't even make sense since the fused beings are essentially a new single being, and in the FUNi dub (not sure about the Original) Kibito Kai has one voice yet Vegetto doesn't. I think the dub was decent! It's hard to quantify something the dub did "Better". Really, they are two different languages produced for two different markets. Even in a perfect world where the dub hires the absolute most perfect cast imaginable and gets the best script writers who perfectly and flawlessly adapt the material, it's still a different language and a different target audience, so the methods for doing things won't quite sync up.
For example, I think Masako Nozawa is the absolute most perfect voice for Son Goku, IMO, I can't imagine another voice coming out of that character in Japanese.... however, if someone asked me if that means I think the dub should have ALSO cast a woman..... no.... I don't think a woman's voice coming out of Adult Goku would work in English.
That being said, I can comment on my favorite dub things:
Kai. For the most part, Kai is a competent dub. Other than keeping dub name changes (which I know are Trademark issues that FUNi couldn't easily fix) and a few of the needed miscastings being fixed (Kaio...)
I also have a great affinity few of the casting decisions, particularly Damien Clarke as Cell, Chris Rager as Mr. Satan and Chris Ayers ad Freeza.
Oh dat new Freeza voice.... mmmmh.... that's what Freeza's SUPPOSED to sound like.

The screams she delivers are just inhuman. Maybe you prefer a more "human like" scream, though.
