He keeps training basically all the time, and even has a permanent training partner (albeit a weak one...), so realistically he should keep getting at least a little stronger throughout the series. At least until the effects of old age start to set in and he grows a bit weaker because of that. So even if he might not be drastically stronger than his Android Saga self by the end, he should still be stronger.
If you think he might be approaching the point where old age starts to slow him down a little by the time end-of-Z comes around, then his peak of power would be sometime between the Buu saga and end-of-Z. Otherwise, it would be end-of-Z or sometime after that (whenever the latest point in the timeline before he either stops training, gets too old to keep his strength at its previous level, or both might be.)

Well i'm not sure if he is even a pure human like Yamcha or Krillin, but when it comes to age i think that he was too old after Android saga...
Human prime is like 25/35y and he was 34 Android saga, 41 Boo saga, EoZ 51...
But hey,,because this is a dragonball world anything is possible and prime doesn't mean sheet,well atleast for saiyans...

One factor to put in is his aging. After seriously training for 3 years during the Android saga, he would have aged 17 years by the End of Z.

If Master Roshi can improve at his age, I honestly think we're applying entirely too much real world logic to how humans in Dragonball work.

Although his feat against Cell could most likely be prominently attributed to the multiplier effect of the attack, it is heavily implied that he's gained quite a bit during the 3 year training period for the Androids. Following up on that, we don't get much more information on his strength increase. I always speculated that he's made some improvement within the 7 year gap between Cell and Buu. If he maintained his training (which seems to be what he does), he would most likely have made modest improvements or at least maintained what he's gained during the Cell saga by the end of Z.

His last major gain would have been the jump in power from training for the Androids. I'd have him slightly stronger in the Buu saga and slightly stronger again at the end of Z, but not by any real amount.

Toriyama said that the BOG versions of his characters are on their peak, maybe in R[F] they are also at the same power. So I'd say the Majin Buu saga Tenshinhan is the peak, or slightly weaker than his BOG/R[F] self.

Huh, that's interesting. That would certainly counter the common argument that the humans, and Piccolo have decreased dramatically in power. This little revelation does seem to work in Piccolo's favor that he has most likely not been reduced to a Zarbon level figther. Mirroring what others have said and considering Toriyama's comments, Ten is probably still improving even during and after the Boo arc and new films. But considering his age by this point, his strength is probably starting to plateau.
