The gameplay is very, very poor. I play fighting games competitively, and even taking that out of the equation I still think the fighting system here is very poor. Don't get me wrong, Budokai 3, Tenkaichi 2/3, Raging Blast 1/2 and Burst Limit are a far cry from competitive fighters but it was still decent and fun. Whats the difference here? It really all comes down to poor design choices.
Combos are easy to pull off and repetitive. Dodges/Teleporting involves little to no skill. Put those 2 things together and you have a game with a very, very low skill cap. The game encourages Ultimate spamming, as it really is the best strategy in the game. Hit detection and hit boxes are really all over the place. Saiyan charcters who can transform are the only characters worth using due to SSJ having unlimited Ki.
But those poor choices don't just affect combat, theres everything you just mentioned as well and a plethora of other minor things. I could go on all day...
