I alway thought Movie 10 looked splendid art wise, but everything else brought it down.

Artwise I give it to: Movie 5, 8, 10 but I found the best detailed work in the later films.
Perfect penciling, perfect colour tones, small accented tints stronger outlines and no lazy rush-job models. There is also something so fitting with the hand painted cels, adds that layer of grunge and quality to it that is a little lost in the more recent digitally done Battle of Gods.

If that's all you want, then all you want is fanservice, rather than an actual coherent story. And of course those aren't mutually exclusive; you could have a coherent story with "shine" moments! But if a story is perfectly coherent (and I'm really not seeing any compelling arguments that this one is anything but, despite constantly recurring, really poorly reasoned, attempts to argue otherwise), and you're bemoaning the lack of "shine" moments as a reason for the story's poor quality, then you're letting your thirst for "shine" moments obfuscate your ability to detect basic storytelling when it's right in front of you.

I know some people aren't too big on how Goku looks throughout the film, but I always remember the overall movie being absolutely gorgeous.

DBZ Movies 10-13 also stand out as being particularly well animated. 10 and 11 are extremely solid looking, while 12 and 13 produce some unique atmospheres for the series. Was actually watching the latter the other day, and it really does create the look and feel of an actual movie. I think the darker colour pallette goes a long way in achieving this. The scenes in the city and at Tapion's hideout are very memorable.

Unfortunately, I'm on my phone right now so I don't have any screencaps to put up with this post. Might get around to doing that later.
I agree with you.

I think the best looking ones are movies 12 & 13, maybe the Path to power DB movie also is in that ballpark.(For me) The leaked scenes of Fukkatsu no F look really good as well, excluding the CGI stuff, of course.

I'm still waiting for Dragon Ball in Super...

Everyone forgets about movie 4. I'm not saying I like the movie, but a few years back I dissected the original 13 films to look for funny in-between animation drawings. I found that 4 had the least. Sure, there were a few, but not as many as the other movies.

Agreed on that. Path to Power was definitely good looking art wise. It reminded me a lot of Miyazaki's scenery.

Path to Power had the best animation I'd ever seen in a Dragon Ball film before Battle of Gods came out. I'm really excited for Dragon Ball Super in particular because I have always felt that the series could benefit a lot from more modern animation techniques. Not knocking cel animation, of course, but there's something to be said about high definition clarity and digital post-processing on action scenes.
