I'm not saying the hair isn't a little oversized (well, maybe not for the body considering Vegeta is out of scale), but I don't see the point in changing it now when it's the same hair used on all other Vegeta figures:
The resculpt on Goku's hair looks terrible via comparison IMO, and I'm glad Vegeta apparently isn't suffering the same problem.

It looks too big to me
Maybe it looks better from a different angle.
The SS Vegeta Figuarts, as well as the Goku Figuarts, are based on art from around Freeza to Cell (since that was the era they were focusing on originally), where the hair is taller and less spiky.
The image you used is from the Buu-arc, when the hair became shorter and more spiky. Though, because that's how the hair is in the current style, perhaps they should have made a new hair sculpt for Vegeta, like they did with Goku, to reflect the current style.
I imagine that if we get a Majin Vegeta Figuarts, then we'll get a new hair sculpt for that.

Because the line originally sold like crap in Japan when it started. It's only thanks to mostly western demand that the line is making it as far as it has currently.
Web Exclusives have a limited production run, so there is less harm if something doesn't sell well compared to if it was a normal release with more units produced.

Why did they resculpt his hair? The older version looks fine.
Some of us theorized that they could be saving the new sculpt for a potential SSJ2 release. Just need to sculpt the bang and it's good to go.

It would still be a terrible SS2 hair/head, because It looks like it's only around 3/4 the original SS hair height. The resculpt may be from later material with alternate art styles, but SS2 hair doesn't just shrink from SS. They should try to not only be consistent with the character's art, but with themselves as well.

Maybe if SHF SSj Goku, Piccolo and Gohan sold better when they first came out then we won't have this issue. I think either the line was poorly marketed at the time or Japanese DB collectors are more into stuff like Figuarts ZERO instead. Heck even the S.H MonsterArts line has more retail releases over in Japan compare to the DBZ SHF line.
I'm kind of disappointed, because I like the colors on the Zero SSGSS Goku more than I do the regular Figuarts version. Likewise, the DOD Golden Freeza doesn't have an amazing color scheme, but it's better than the actual metallic look the Figuarts version has too...

I quite like the F.Zero SSGSS Goku, hope they make one for Vegeta. I also quite like DoD Golden Freeza, can't decide between that or the F.Zero Golden Freeza I like the face better on that one.

Dragon Ball is now way more successful than it was back during Kai when the Figuarts line originally went to Dragon Ball. I mean, we're getting a new freakin' series! Yet, everything is still being released as a web exclusive... They know that these figures are demanding ridiculous cash on the aftermarket, and they finally have a way around the reissue rule by doing new recolors, and they still limit themselves like this?
I know that I don't know Bandai's sales numbers, but it's clear that they're acknowledging the demand for these figures, yet they're still limiting their sales. Even aside from that, that "no reissue" rule with web exclusives is beyond idiotic. I could understand not reissuing them in Japan, but it's clear that there's demand overseas.
