Here is X-Play's review of Dragon Ball Z: Budokai from 2004, back when they were still a TechTV show; later that same year, X-Play became a G4 show.
I remember this review fairly well. Co-hosts Adam Sessler & Morgan Webb were bashed by DBZ Fanboys for pronouncing "Saiyan" as "Sigh-On". But, as it turned out, that WAS the correct way to pronounce such word. I even recall Sessler addressing this about three weeks later during a viewer mail segment, that for some reason, when DBZ was brought over to the states in 1996, the pronunciation of "Saiyan" was changed.

Whether or not the story is dumb is subjective, but I can say the reason the story doesn't make sense is because a lot of those plot elements (the tail thing) are from Dragon Ball. I agree that the game isn't really great, I don't think the series really hit it's full potential until the third.
