Ginyu could have been converted if he had realized how vile treacherous Frieza is.

I'm not going to lie though, it would have been crazy to see Ginyu swooping in and saving a random civilian, or giving a speech of justice to a villain and immediately finishing up with one of his poses.
As a frog, he could have been leveraged for things that didn't involve fighting and/or the usage of power. Having him somehow sneak into Gero's lab or even onto Babidi's ship to gather information would have been somewhat interesting.

I see Ginyu as completely neutral. He probably knew damn well what a malicious freak Frieza was, but he didn't care because that was the boss. Ginyu's a hired hand. He joins the winning side and would never babble on about justice or chaos to anyone. If he was restored, he wouldn't try to bring back Frieza, revive his old team, or restore that army. The first thing on his agenda would be to create a new Ginyu force (Pilaf and crew?!), and then... find stuff to do. Either join a new bad guy, help Goku, troll the citizens of Satan City, or swap bodies with someone strong. Whatever benefits him the most.

Raditz. Without a doubt!
He would be Gohan and Gotens uncle, Pans great uncle, he was a saiyan so he had potential to grow massively in strength! He was Goku's brother, so they could have had a lot of family interactions that would be funny.
I mean, Raditz was amazing. That hair, he had some serious style! I would love to see more of him. Could always use some more double sundays too

He wasn't in Z, but I think Super 17 could have been extremely helpful against Omega Shenron. 18's whole dialogue with him that influenced Lapis could have been taken further and actually given full control of Super 17 over to Lapis. His techniques were leagues above anything the Z fighters could manage, so Super 17 against Omega Shenron would have been an extremely interesting battle, even if he ended up dying. I just felt that he needed to stick around longer to justify his appearance at all. A handful of episodes doesn't cut it for a character with a history and ties to the main cast.
Also, Super 17 looks rad as hell.

I think Cell is the true answer here.
Freeza is pure evil by his own choice and has a huge ego of himself being the best and most powerfull.
Raditz and Nappa seem too evil and twisted as well.
Maybe if Goku or someone else way more powerfull put them in their place and said hey I am a million times stronger than you so if you start being evil again your done.
With Cell he wasnt really evil. He was just created like that but he can make his own choices.
I think he just wants to have good fights and to showoff how strong he is>
Cell I think could be swayed to the good side / being a hero if he was convinced properly or knew he was up against someone like Buu who he'd have no chance against.
He seems intelligent / sophisticated enough

Well, Android 17 if that counts? For mostly obvious reasons such as he's alive and no longer wreaking havoc after the Cell arc. Also because I've always loved 17's cocky attitude and personality. He seems like a cool guy in his own way. He does evil but to him it's fun and games pretty much.
I would have liked to see Raditz not really become a "hero" but it would have been great in GT or a movie if they had met in hell and Raditz teamed with Goku to fight against an enemy. But then again I wouldn't have minded it if Raditz developed into a hero either. Then there's Broly. I never cared for his LSSJ form like most people did however in base form and SSJ he looked badass. He seemed to have a chaotic personality but not like his LSSJ form where he seemed to become less intelligent and more like an animal. It might have been cool to see him help the Z Warriors against different threats sometimes. Then maybe Jeice because he would have been a hilarious protagonist.

Top 3 for me:

Cell would not ally himself with anyone when his only goal in life is to prove his perfection. He just wouldn't be a team player. If an enemy stronger than him shows up, he'll probably throw a temper tantrum and try to blow up the planet with no regard towards anyone.

And he made the choice to be really evil. lol. The way he was created just made him an egomaniac who simply would not be able to accept there existing a stronger fighter than him. Let's not forget how "evil" Vegeta was during the Saiyan saga. He even killed his own partner, one of the last Saiyans. Vegeta turned out to be good after awhile. Raditz could have totally turned around into a good guy eventually.

It would have been interesting to have Raditz as a good guy but still without honor and warrior code. The good guys in the series always try to uphold honor and stuff. Raditz on the other hand would not hesitate to pull dirty tricks on his enemies even if he became a good guy. He is a pragmatic who would care more about winning the fight than having a fair fight.

Vegeta still has a warrior code. He dislikes having non-1vs1 fights whereas I don't think Raditz would mind if multiple allies would join him to beat the crap out of an outnumbered enemy in an unfair fight. Nappa wanted to wish Radditz back to life until Vegeta brought up the idea of being immortal. He seems like that he was rather shock when Vegeta killed the Saibamen out of the blue. I think Nappa could have turn good alongside with Vegeta if Vegeta didn't kill him off.
