I think it was the 2nd one because he tells them that he will take away the dragon balls at the end until Goku asks him for 1 more wish and he says :.... Ok. hahaha.
So he really does have the power to do what he wants.

Shenron could not kill anyone that was stronger than his maker (or something like Shenron not being allowed to kill anyone, I'm confused yet again). Vegeta and Nappa were obviously stronger than Kami so that wish was impossible. The Black Star dragonballs is a very different story....

I know this all a joke, but I always thought that Goku let Krillin hit him because that was the last time he would ever see his best friend....and wanted him to be happy. I DON'T KNOW. I SUCK AT EXPLAINING.
