That's a horrible design for the 7-star ball.
5-star ball doesn't look that good either. I'm guessing the artist didn't look at how their start patterns are supposed to look and just drew whatever.

His neck-head positioning in that last picture is way worse than the Dragon Balls, imo, because the Dragon Balls weren't very important in the picture.

I didn't think much of it at first glance but now I really think it looks cool. I like the design of him as well as the shade of blue that is used. I think it looks 100 times better than Freeza's golden form.

The biggest problem is the colours, and they came from Golden Freeza/SSGSS anyway so I can hardly blame it for that. The design of the form itself is cool, and it looks leagues better than either form it took inspiration from.
I think this was a really good way to adapt both forms into Cell.
edit: Is that Kaboom's art? It looks so much like his style but wasn't posted on his DA account.

If I were to change one thing it would be the eyes. I think they would look better red, but that's just me... All in all that Cell looks fucking awesome.
