That's not true. Everything written by the author is canon, unless he says otherwhise. Also yes filler can still exist. Or as some people like to call it padding. I doubt Toriyama will be writing every scene and every little thing. Without a doubt some scenes will probably be filler/padding made by Toei til they get to whatever Toriyama's story is. They'll definitely pad out whatever his script is. If a scene has absolutely no relevance to the plot or characters, IE just characters doing random shit, then it's filler/padding.
Why Dragon Ball Consistency in something such as power levels matter!

It looks like they aren't going two-line for episode title cards like they did in its heydays. This is kind of disappointing, but I kind of expected this since they did this for the past two films.

1.) The misuse of the term "filler" irks me greatly. It's the same way in the Pocket Monsters fandom. If one of the main characters has the audacity to not capture a Pokémon in any given episode... "God, I'm so sick of this filler!"
2.) How anyone could be potentially annoyed by the premise that episode two's title suggests is beyond my comprehension. Action for action's sake isn't entertaining. For decades, we've been begging for some of this "everyday life" character stuff. Do not ruin this for us.

Does Vegeta get to have daydreams in his episode the way Gokû does in the first episode? Oh I hope he does.

That being said, no, there is likely no-one on the production staff will pay any mind to opinions on where the story is heading and take that into consideration, whether that be here or anywhere else.
