Raditz didn't know about SSJ (beyond a vague legend), potential unlock power-ups, etc. Oozaru being better than SSJ would be ludicrous.

What he meant was that Oozaru is the highest level of power a saiyan can achieve. Which at the time, it was. Hence, their true power.

With the great Super Saiyan transformation only being something of mere legend, the Great Ape form was essentially considered to be their true power. Without neither experiencing nor ever witnessing the spectacular powers of a Super Saiyan, it's quite easy for them to assume that the 10x boost they gain from the Great Ape transformation was the pinnacle of their strength.

If you're talking about Golden Oozaru, Gohan should be able to claim victory.

Yeah that'd work, but Vegeta actually gives us a solid number later. There's also an interview where Toriyama actually says that Vegeta and Goku's tail stops growing back because they became too powerful and it would just get in the way.

I don't think Frieza was that weak to be honest. Assuming Gohan was at the very least on par with his FPSSJ (Cell Games) self on the low end, and Piccolo was more or less stronger than a Cell Jr. by that point, I doubt they would be that consumed with fear over someone who is barely even SSJ2 tier. While victory may be out of the question, stalling an opponent of that caliber until the arrival of Goku and Vegeta shouldn't be too daunting.

One could always argue that it was the potential power of Frieza's transformation that warranted fear, but there likely would have been a deeper explanation that further elaborates on such transformations if that were truly the case.

Personally, I think Frieza is sitting in a realm of power that allows him to comfortably fight on par with SSJ3 Goku / Kid Buu.

Given that Kaioshin was impressed by the Buu Saga SSJ1's, gonna go with Cell here.

Buu Saga SSJs have all long surpassed their former selves during the Cell Games, so Kaioshin's surprise over there power should more or less be taken with a grain of salt for this comparison. In any case, I feel he was shocked primarily due to the fact that the Saiyans were far beyond what he had originally expected.

In my opinion, Kaioshin is in no shape or form anything even remotely akin to the weakling many perceive him as. Piccolo who was presumably proudly rocking the same level of power as a Cell Jr., was immobilized by fear when in the face of the mysterious overseer. Yes, the Namekian may have acted the way he did out of respect, but one could show a gesture of respect without portraying themselves as a coward. This is especially true for someone who normally embodies a confident and even borderline prideful persona all around.
