They should. Piccolo's spawn went from way below Goku/Tenshinhan level to way above afterall.
Really the fact that he can spew out 7 Cell Juniors, who combined would probably surpass his Super Perfect power, makes me Wonder why he couldn't just make a bigger one on par with himself.

Well Cell inherited his lust for power from Frieza and Cold, and his headstrong tendencies from Vegeta. Toss those nasty traits in with Piccolo's devious nature and he may have to suffer the consequences of a potential turncoat. Knowing himself rather well, I don't think he wanted to take any chances of spawning a potential traitor.

"Ultra Super Saiyan" is usually referring to Grade 3. Why it or "Ascended Super Saiyan" are still ever used when the forms both have official names, I don't know.

Even Super Saiyan 2 was called that or "Dobbelt-Saiyajin"(double Saiyan), when Goku explained Things to Buu. Super Saiyan 3 became "Mega-Saiyajin."
But I digress..

I can understand why someone would just say Cell blitzes, but come on, if Goku, Vegeta and Trunks had an ounce of creativity, they'd win this.
Goku has teleportation after all and with greater power than Cell, he should be capable of holding him in a full nelson, unlike #16. Vegeta and Trunks could then Pound on the poor bastard, weakening him enough for a final big attack or something.
But of course the characters are as stupid as the plot needs them to be, like Vegeta apparently having a speed advantage over Fat Buu, but just deciding to wait for Buu to launch his exploding attack and critically injure him in one hit
