These are the designs used for Dragonball Online. The design in the anime was a filler scene so technically there wasn't any official design until Dragonball Online came out.

Both are official designs, because both the anime and Online are licensed, official works. It's worth noting that Dragon Ball Online wasn't allowed to use anything from the anime, so the Yardrat people needed a new design (but could keep the clothes, as they were from the manga).

You can't exactly have two designs both be official. It should also be worth noting that Akira had a lot of creative control over Dragonball Online and did a lot of the character designs for the game as well as some of the story.

By DBZ standards?

Between 16 and Semi Perfect Cell when he first shows up, so nothing special at that point in the story.

Phew. I was afraid he was going to be another "oh at base power he could match SSJ3 Goku at max" deal. I've seen WAAAAY too many of those. But yeah this is a nice character you got here, and it represents the idea that not all of Freeza's Race is evil.

Yes you can, there's absolutely nothing about official status that prevents two or more designs. I can think of lots of series that do that. Hell, even Digimon's mascot character, Agumon, has two official designs that aren't specifically labelled as variants.
