Cell would be curbstomped if he tried to absorb them at that point. He needed to absorb those humans to close the gap between their power.

As for your other questions:

1. Nothing different unless SSJ4 became a thing earlier.

3. Piccolo Jr wouldn't exist, Raditz would kill Goku and Gohan, and... the Earth would be doomed. Alternatively, Raditz would not kill Gohan, and the boy would be raised to be a saiyan killer. The entire story would be completely different, and revolve around Gohan since everyone else is likely dead.

If Goku could get the next strongest fighter to help him, that being Tenshinhan, they might stand a chance of beating Raditz considering how powerful the Kikoho is. Also, what about Tambourine not killing Krillin?

What if Kid Buu killed Supreme Kai'/Shin during his original rampage? How would this affect the Buu Saga with Shin and Kibito absent?

Yamu and Spopovich would attempt to drain one of the Z-Fighters of their energy, but would get one-shotted in the process as they wouldn't have the luxury of Kaioshin immobilizing their target.

Babidi and Dabura would then sense that their lackeys have been destroyed and would retaliate by actively searching and destroying everything they encounter in hopes of locating a notable source of power worth taking. This of course would mean that they would eventually end up facing off against Goku and co.

As far as how that little confrontation would go down, any of the Z-fighters would easily incinerate Pui Pui and Yakon, while either Vegeta or Goku makes quick work of Dabura. Vegeta likely wouldn't become an addition to the Majin team, unless he gets consumed with jealousy after witnessing Goku unleash an unfathomable burst of power against Dabura. In the unlikely case that such an occurrence does take place, events would turn out similarly, except the sudden appearance of Buu would seriously catch the Z-Fighters by surprise as they wouldn't have preemptively obtained any knowledge on him. However, this is only assuming Vegeta even manages to damage Goku and the others to the point of reviving the vile menace. With the early demise of Yamu and Spopovich, and the absence of energy they were able to take from Gohan, Babidi would need around twice as much energy as he did in the original timeline.

Goku would still be one-shotted. Gohan has much more potential than his father and even when being brought beyond his limits (SS4 bring a user to their utmost limits), he didn't end up that much stronger than Evil Boo (since Gotenks-Boo still easily wrekt Gohan.) Goku would have no chance.

Base on the Cell Games, the difference in potential between Gohan & Goku, as Full Powered Mastered Super Saiyans, is only in the 25%-50% range. So by this logic, if Goku had in fact turned Super Saiyan 4 during the Majin Buu Saga he would either be, 25% stronger or exactly even with Super Buu.

If Janemba had hatched instead of Buu, Majin Vegeta would have been a goner, and the next person to have challenged him (presumably Gotenks) would have also met a similar fate. Gohan may or may not have survived, but if we assume he was lucky enough to pull through long enough to meet Elder Kai and achieve his Ultimate state, it would have been an epic battle to the end. As for who would win between the two, I'd say that's up in the air.

He seemed to have the edge over the vast majority of Buu's forms in terms of power, and his bag of tricks yielded greater efficacy than the latter's. Had it not been for Vegeta, Goku would have been sliced in half, and without the luxury of Paikuhan buying them time to fuse, they would have all been incinerated.

The way I see it, Janemba would have either tanked the explosion or would have emerged as his final form upon being disfigured by the massive blast. This is all assuming Vegeta would even be able to endure the villain's attacks long enough to have the opportunity to resort to self destruction.

He does like fighting, just to a much lesser degree than Goku and Vegeta. It's kinda like a low end hobby he ain't too fond of, but doesn't absolutely resent (as he got older)

-Goku would be a very happy person, finally achieving his goal of having his son at #1, and himself at #2. Goku and Gohan would probably have more moments together in the series. Chi Chi would not be happy with Gohan.

-Gohan might have beat Raditz if Goku was allowed to train with him during the years he was born. So he might save Goku.

-If Gohan managed to save Goku...then he and everyone die when Vegeta and Nappa show up since Goku needs Kaio-Ken, and I doubt they could develop Gohan's power to enough of a level he could match Vegeta. Nappa maybe with Goku's help.

-If Goku dies then things play out the same, but Gohan is stronger now.

-I think Namek plays out the same no matter what.

-Gohan would transform and kill Cell without him going Super Pefect, and Goku wouldn't have to die. I think Gohan would have more control of his power and form since in this what if he likes fighting and probably wouldn't be a psycho.

-Boo would still emerge and I ain't really sure if Goku could achieve SSJ3 in the living world. Maybe Gohan's prodigy ability at full use could. If not then things play out just as they did in the series with Ultimate Gohan showing up. With a better fighting sense, Gohan may not be absorbed this time and kill Boo. Though it didn't save Piccolo, so maybe things still play out the same.

-If Gohan could get SSJ3 with his prodigal talents in use, he kills Boo. Kaioshin may still take him to get the Z Sword as he'd mention it's a way to become even more powerful, and this Gohan likes fighting. So Ultimate Gohan would still exist.

-Beerus crushes everyone and since Gohan is a honed fighter and the strongest, he'd have gotten the god power up, and then still possibly lose to Beerus anyways.

-Gohan, Goku, and Vegeta train with Whis as gods.

-Gohan not wanting to risk earth on one on one fights kills Freeza immediately since if he still wouldn't be as battle obsessed as Goku.
