This monstrosity is then defeated when Mr. Satan spills a cup of water on it, since it still has Bio-Broly's weakness.

I'll take it a step further.

A cult of Cell worshipers discover, collected and use the Dragon Balls to resurrect Cell. While in Hell, he overheard how Frieza was complaining over his defeat after having discovered a new form and having to fight a new form of Super Saiyan. Curious with these thoughts, he set off into hiding. First, he obtains his own SSJ3 form and somewhere along the way, he discovered the ritual to obtain SSJG, so he performs the ritual on himself via spawning a set of Cell Jrs. Amazed at the incredible power increase, he learns to train with the form to harness its energy, obtaining SSJGSSJ.

Satisfied with his new gains in power, Cell then sets out to increase his power even further by developing his own Golden form via his Frieza cells. Unlike Frieza, Cell learns to control the power and doesn't develop the drawback that Frieza suffered. While going through his list of options, Cell happens upon an idea that will secure him an even greater amount of power if planned right.

Cell makes his presence known again by invading a local TV station that is currently broadcasting live. He takes all the people in the building hostage and will set out to kill each and every one of them unless Goku and his allies come and face him. Things happen to a point where Piccolo is forced to make a great sacrifice where Cell demands that he let Piccolo combine with him or else an important person will die (Probably Gohan)

By combining with Piccolo, Cell's already high base power grows to an incredible height as he obtains his own "Super Namekian" fusion. Making a quick getaway, Cell takes a journey to the world of the Kaioshins where he demands the Elder Kai to unlock his full potential and allow him to obtain a power up like Gohan, having learned of it via Piccolo's memories and having a general disdain for the look of the SSJGSSJ and Golden forms.

After obtaining his new power up, Cell makes his way to the world of Beerus where he infiltrates and steals Whis' power staff, discovering that it was the source of all his power. He effortlessly destroys both Beerus and Whis before making his way to Earth, killing all of the heroes. Making his way across the universe, he conquers everything in his path, eventually happening upon the other 11 universes that Beerus mentioned to Goku.

Many try and many fell as he conquers all of creation. Across his travels, he came across multiple different enemies and incorporated their powers into his own such as the Metal Cooler regeneration, power cells of Super Android 13, fruit from the Tree of Might and the reality distorting powers from the life form known as Janemba. Not even the mighty Legendary Super Saiyan himself withstood his power as all of his power was stolen from him.

Much time passes and Cell grows bored of nobody being able to challenge him. His own Saiyan instincts scream at him to find a worthy opponent. Sensing a ki signature he had failed to detect in the past, Cell IT's there and discovered a small robotic life form who he discovers is named "Tori-Bot".

Summoning up all of his power, surrounded by the 12 Whis staffs he has collected he demands a challenge from him. The Tori-Bot is paying him no mind as he is currently eying up a notepad full of written ideas. Cell grows tired and charges towards him. The mighty Tori-Bot casually pulls out a pencil with an eraser at the other end and is shown visibly erasing something which he had written down on the notepad.

All of a sudden, Cell falls to the ground, his legion of power having instantaneously left him.

He blacks out and disappears from the realm of the Tori-Bot. Everything seemingly returns to normal with nobody remembering what had happened.

The Tori-Bot itself never even knew he had a visitor as he erased the idea of a Resurrection 'C' film, citing it as something he doesn't feel confident in writing.
