His artstyle has definitely changed, similar to how it changed over time as he wrote the manga, whilst I will admit that its gone slightly downhill compared to some of his older detailed vehicle drawings, I will also admit that I haven't really got much art to go on since he doesn't draw as much nowadays. However I definitely think that his art still looks like Dragon Ball, the work he's done for the Dragon Quest games over the years is still great (although it's hard to tell exactly what he is and isn't designing) and I think the art in the Jaco manga looked very nice and I'm glad to see Jaco himself show up in modern Dragon Ball anime to represent the current artstyle that Toriyama is going for.

I find myself being incredibly fond of the more rounded art style of Dragonball and Dr. Slump. I wouldn't say his new stuff is bad, but the older stuff definitely had a charm to it that seems to be lacking from modern work.

Also, I know this might not be Toriyama's fault, and more likely the fault of whoever animates the shows, but does it seem like characters' eyes are way too small and unexpressive these days? Compare Gohan from the Buu saga to Gohan now. Take away the spiky hair and it's almost like a completely different person.

It's common fact Toriyama's art-work has increased. His work on Dragonball Minus is infinitely better than in Dragonball or Dragonball Z.

It's all subjective. It isn't a fact that Toriyama's art work in Dragon Ball Minus is infinitely better than in Dragon Ball.
