Cell. The monster from the future who sought out perfection. He's the best of every race and knows all of are heroes moves. He didn't care about the Dragon Balls or ruling the universe, he wanted become the perfect being, a god. He cares nothing for living beings, in his eyes they're food or entertainment, loving the sight of peoples faces contorted in terror. He felt almost unstoppable, blowing himself up only to come back even stronger, self-proclaiming being the universes end.
He'd be my choice for the final villain.

My choice is also Cell. Dude's everything in one and I always have a thought that villains like this fit for a final saga, cells from all of the heroes and villains, regeneration abilities, and having an unique goal. Cell's designs are also the best Toriyama has done imo.
My second choice goes to the Shadow Dragons. Even if they're deemed non-cannon to the fanbase and sorta ruins the franchise's spirit(though I never thought DB as a whole is all that campy and kiddy), I still like them for their role and concept, consequences on using the dragonballs constantly and not being self-sufficient and having a sense of loss. Goku needs to learn that death is natural.
