The problem isn't the slower exchanges, its the fact no fight can build a decent momentum to it because they keep cutting away to other stuff. No one can do more than two or three attacks before stopping, getting a close up shot of their face, flying away from each other then starting back up after a round of reaction shots from everyone else come in. It's a really bad way to make up a fight that has honestly has gone on two episodes two long already by the looks of it. Especially since it's resorted to Goku charging a Kamehameha to stop an Earth shattering attack from Beerus 3 times.

I think the 21st Budokai arc has the most in the manga with five total but that's kind of okay there because it's the only big energy based attack at that point. Here Goku has a lot more moves and variations he can use but he doesn't. It's a good thing he doesn't. This episode established that Goku no longer has Godly Ki. In F, Goku also stated that he couldn't go to Beerus' planet because he couldn't sense their Ki. Perhaps that was the reason most people came up before Super. But now we know is because he doesn't have Godly Ki anymore (maybe he does when he reaches SSGSS, who knows). Glad someone finally bothered to count. This is my biggest issue with Super so far. It's not just the number of usages, either; the way they're presenting them is starting to wear incredibly thin. Having two instances of the repeated "HA! Ha! Ha!" was a dreadful decision. Bye bye all intensity. To weigh in on the animation decisions: I don't think the intensity issues stem from sparse instances of detailed animation over lengthy repeated frames. I think it's purely down to direction, which ties into my previous point about wearing things thin.
Hitting appropriate action beats during these fights is incredibly important. Super isn't really doing that well in most of its episodes. I bring up Episode #11 as an example of great direction a lot, but it's for a good reason. That episode works so well because of its structure: We begin slowly on earth, before Goku powers up and we get a short section of speedy action where our hero is doing okay. This is then followed by a painful beat down, as the tides change. The intensity ramps up once we head into space, and we get a great power struggle, before we hit the major turning point of the episode. All of the action goes away, and we sit there watching our hero deliver a poignant monologue, as he slips deeper into the ocean. Surprise recovery, return to space, and we're all excited again for the next episode. That's absolutely excellent direction! That has nothing to do with the animation.
The following episodes have yet to really nail the same structure. They fall flat because the tone never changes. We go from a lengthy beam struggle to a power up, to some fist-to-fist fighting, and then there's some more powering up before it all repeats. There's no sense of drama there, at all. It's just a montage of action, and while that might sound fun on paper, it makes for a boring episode. Hit the narrative beats, and you end up with a great episode.
That said, I don't think #13 falls into this category. It's #12 that was especially guilty of this. But perhaps I just enjoyed the content in the cutaways too much to care? Who knows!

Man, RoF needs to be retelled, it had almost no important plot points shown/explained. Watched it. Good animation. It was a decent episode. The highlight was watching Whis about to slap a bitch before Vegeta intervening.
My personal gripes:
- So many kawaii expressions, such as Goku's cute face palm when Beerus explains he won't use 100% on a saiyan, Goku and Beerus expressing the pain of their headbutting in a comical matter (sure as hell didn't see that in the Majin Vegeta fight), and random laughter or goofy fits of anger. It really turns me off.
- Every time that Videl impostor is on-screen, I cringe. I really liked Videl in both the saiyaman arc and older Toei movies/specials.
- That Goku Arrival theme needs to die.
