Why isn't King Kai replaced?

Why isn't King Kai replaced?
Toriyama said that once a kai dies his/her role as kai is raffled off to another Kai.....7 years later and the man's still the Northern Kaio. Plot hole? Logical explanation? Or Toriyama quotes be considered non canon?
Any post before 8/7/2016 isn't mine. This account was a gift from someone who thought the account was already banned. Saved me the trouble of making a new one haha XD

1. Gods operate on timescales way greater than mortals, perhaps the replacement process usually takes much longer than 7 years

I'd imagine they'd want a replacement for a important job asap. Also although the race is few in numbers I can't see there only being 6 kais in the universe.Polyphase Avatron wrote:1. My best guess is Akira forgot about it. He admits he does forget a lot of details within the series XD
But in the universe I guess even after a Kai dies they technically can still do their job, since they still have a body. Their version of death may be they're gone for good. Chaput. Almost like how halo Vegeta almost ended up when fighting Buu.
Or, maybe there technically is already a Kai replacement, but Goku still goes to the deceased King Kai because he's a familiar face. But I doubt it

It could simply be a matter of the Shin-jin allowing him to "finish his term", so to speak. He's still perfectly capable of performing his functions as North Kaiou while dead, so there's no immediate need to replace him. As such, they may just be letting him finish out his allotted time as Kaiou before finding a replacement.

I assume that would mean a more natural death, or anything that would actually hinder his ability to keep doing his job. He even specifically choose to stay dead to show Goku around, so I guess being a dead Kai is even better than being a live one!
Hell, Old Kai was briefly dead too and now he seems to act as the de facto supreme kai.
He'll probably keep acting as North Kai until his natural term ends anyway.

Several Kaioshins were killed by Buu and several million years later they still haven't been replaced. That could at least be potentially explained by the lack of new golden fruit Shin-jin being grown, since they're extremely rare. Maybe they only hold the lottery when the "term" is up? I dunno.
