Piccolo - a brilliant magician/ mage ?

Piccolo - a brilliant magician/ mage ?

As we know , Piccolo is a brilliant fighter but after reading the latest 3-in-1 volume I realized that he is also a great magician. Before he visits Kamis lookout he literally makes a cape out of thin air. It wasn't the first time I saw him just make clothing out of nothing, he made clothes with his ki blast for Gohan when they were living in the mountains.

Do all the namekians make clothing out of nothing or, is he really a magnificent magician?

He's the physical representation of the cast-off evil of God. Considering Kibito has the same ability, I'd say it's less "magic" and more "divinity". Though, I suppose you could argue in the case of fiction, there's not a big difference.

It's the materialization art of Dragon Clan Namekians; part of the skill used to make Dragon Balls. Daimao inherited it from Kami when he split, and Piccolo was able to retain it, despite being a Warrior Clansmen, because of being Daimao's reincarnation.

As per Daizenshuu 4:
There are the Dragon Clan and warrior-type.
There are two types that exist: the Dragon Clan, who are the basic variety of Namekian, and the warrior-types, birthed by the Eldest to protect each village. Dragon Clan Namekians have the ability to create objects, while warrior-type Namekians are endowed with battle potential of instantaneous force; both live a life of mutual cooperation.

Dragon Clan Namekians can create dragonballs.
The greatest unique trait of the Dragon Clan is their ability to create objects, and if they reach genius-class they can even create dragonballs. Because Kami who came to Earth and Dende were both prodigies, they could easily create dragonballs and call forth Shenlong.

I'm pretty sure the guidebooks label that basic "materialization sorcery" as a fairly basic and low-level magical ability. I'd think it's something that other mortal sages like Muten Roshi and the like might even be able to learn with the right training.

It's a bit of a stretch to him a "brilliant" or "magnificent" magician based on that kind of ability. Just seems like trying to embellish how great Piccolo is.

In the series it seems to be the go-to plot convenience magic ability, since multiple users can do something similar to show off their magic.
