I should know since I live with someone who does that, but even so they don't believe their own hype truthfully. It's just a way to piss people off. I agree with Marco, it's not ridiculous or even fan service to do something that this show naturally does with it's story. I'm not going at anyone in specific but in general i'd note that just because people end up enjoying it does not make it fan service and to use the term fan service to belittle everyone's pleasure in it doesn't support any claim.

Obviously training to get stronger hadn't occurred to him to be a necessity until he had been thoroughly beaten twice.
Clearly, the self proclaimed prodigy and genius who ran an entire planet trading organisation didn't stop to consider that maybe he should train to make sure that he could beat the man who almost killed him. No this was something that had to happen twice before he had the common sense to think training might be a good idea.
So basically he's just an idiot then.

Cyborg Tao Pai Pai was a joke and used for closure for Tenshinhan. Never was he treated again as a serious threat since Goku himself said so. Nor did he become stronger than everyone else upon return when he was long since surpassed.
Piccolo Jr is a reincarnation who isn't entirely like his dad, and further more grows into his own character. If Piccolo never grew, he'd be awful. This was also during a time when Piccolo was stronger than everyone else. Freeza is long since been a joke.
Freeza is a joke twice. Once to benchmark the Cyrborgs, and once where Gohan kills him in a second. He's long since been not much of an opponent said by Goku himself.
Majin Vegeta isn't a villain coming back from the dead that's suddenly becomes stronger than everybody. Also Goku could one shot his ass if he weren't an idiot.

It's no big deal, i've moved on from this, the film is going to be great. Especially after reading the details of the summary i know this is going to be something that i can really enjoy. Same with Piccolo, Goten, Gohan, and Trunks when Boo blew up the planet. Their bodies was obliterated. When was it a rule that you're brought back in the state you died?
I know that when Chiaotzu blew himself up Kami put him back together again. Don't know about the others though unless someone intervened and fixed them up.

It's more of a case that Freeza was just so hot headed and desperate for revenge against Goku that he went to straight to Earth for vengeance without thinking he would need to get stronger. Freeza thought he was too good for training. What does Freeza do when Goku suggests improving his skills towards the end of their battle? Throws another kienzan. It's understandable as to why he'd be more satisfied with acquiring power through mechanization instead. One method is lazy and the other requires effort.
