It's never explained. In fact, they even mention the "Kaio's planet is small because Beers destroyed it" backstory from the full color comics Q&A. So we can't even say that he just bought a new one or something, because then it wouldn't be the remains of the original bigger planet that Beers blew up, so saying "it's only small because you destroyed it" wouldn't make sense. Unless Kaio had a spare fragment of his original bigger planet made into a smaller planet, but in that case why wouldn't he be living there in the Boo arc?
Also, for some reason in the movie Beers is said to have destroyed Kaio's planet due to getting mad after losing at hide-and-seek, rather than at a racing video game like in the full color comic explanation.

Hmm, still curious. Do we have any indication at where Birusu lives in our Dragon Ball Cosmos Ball yet? Is this addressed in the film at all, or do I need to hope it gets a mention in a guidebook down the road?

Nope. I think it's great that we have a B/V moment in the movie, because really, what were the odds? I just hope he manages to hit Bills

It doesn't seem to be addressed. I guess we can assume that it's somewhere within the Seventh Universe, which isn't too helpful, especially since the movie doesn't really clarify the nature of these "universes". We just know that 1) Goku and co. live in the Seventh Universe, 2) Beers is the God of Destruction for the Seventh Universe, 3) there are twelve universes in total, 4) Beers thinks there may be guys stronger than him and Whis out there in the other universes, but he doesn't seem to know for sure.
To be really nitpicky, it doesn't seem that they even specify that there are twelve Gods of Destruction. It's probably a safe bet, but for all we know there may be some universes without a God of Destruction or some with more than one, making the exact total not an even twelve.

That's very interesting. Another hint for Goku fighting guys from other Universes in the upcoming adventures.

My head canon is that Goku wished Kaio's Planet back with the Dragon Ball as a present.

Hmm, hopefully it's explained later on then. I noticed the Movie Guide has a little section dedicated to locations in it thanks to the FullpowerDBZ image (fourth column, third row) ; maybe there is a minor tidbit there or if not, then hopefully in the Chozenshu.

That actually could explain why Pilaf (apparently) could only get one wish when he summoned Shenlong. I'm gonna take that as my personal canon as well-

Goku himself doesn't actually say Vegeta surpassed him. During the scene itself Kame-sennin says Vegeta seems to have surpassed Goku. I've actually already translated the Q&A based on the work of an acquaintance live-blogging the show, but it's nice to have the actual footage for reference. Now I can finish it up.
I doubt that it's anywhere near that recent. Aside from the fact that it appears to have been transferred from videotape, just look at the fashions! Toriyama also appears to be younger than in the above picture, which is itself 10 years old.
What makes you think it's from then?

If that were the case, then Vegeta would have fought the entire battle like that, but if I remember correctly, he only surpassed Goku for a moment.
I suppose it's one of the shonen tropes at work, "the power of feelings" that sometimes appear on stories. A trope which the manga Fairy Tail, for example, uses a lot. A LOT.
Vegeta saw Bulma get hurt, and his feelings enabled him to reach for strength he didn't previously had, momentarily. It doesn't have any logic behind it and it never will. But that's how it is. Perhaps it could be explained as untapped potential, or something like that, but I really don't think there's any explanation behind it. For now at least.

Vegeta only has to be roughly more than 4x stronger to surpass Ssj3 Goku at Ssj2. It's not too farfetched with how dedicated Vegeta is.

I like it!
Personally, I prefer the opposite colors since it would remove any hint of Goku's Kaioken look. xD
It also plays off their hair color highlights in the anime, as Goku is often depicted with blue highlights and Vegeta is given redder ones.

I think it makes more sense for Vegeta to run the blue and for Goku to run the red.
