I think EOZ Goten and Trunks would still stomp Piccolo. If anything I think they would have gotten stronger and even if not, Piccolo still wouldn't have reached that level.

Goten has GT hax, Vegeta pulls SS3 out of his ass and still gets finger-flicked by base Goten.

Krillin keeps winning until Puar intervenes by turning into a sword and killing Krillin, earning Yamcha a loss and Krillin a death.

He says that Goten didn't keep up with his training at the end of the series, and the JSAT special and BOG both portray him as slacking off. On top of that, Toriyama said BOG was his max. Where are you getting that he kept training?

He went from not being relevant in comparison to the Super Saiyans to being even less relevant. I am not saying it literally did nothing in terms of strength gains, but it did do nothing toward changing that.
And the fact that we see Goten sparring with Goku. That's training. So despite neglect their was some form of training, and since Gohan went without training for 7 years and retained his regular strength, Goten should be at least a little bit stronger.

I would hope Gohan would be stronger in terms of raw power (only being held back by his lack of Super Saiyan)... but it's hard to say since, just like every other base-form Saiyan in the Android saga, he never really does anything that would make it possible to compare him to anyone else.
If Goku was allowed to use Kaio-ken he'd definitely win... if not, depends on just how much of a gap there is between them, but Gohan's lack of skill and unwillingness to fight (which I'd guess would be especially bad against his own dad, at least in a serious fight and not just a training/sparring sort of thing... I guess maybe someone could make him think it was actually Ginyu again or something?) could even things out or make them lean in Goku's favor even if Gohan is technically more powerful.

1. Tired Goku and Piccolo Cell Games Vs. 1 Cell Junior.
Can they beat him like Raditz or do they both fall?
2. Piccolo, Gohan and the other earthlings Vs. Turles Crew (without Turles)
In the movie Piccolo wasted himself on the big bad and everyone else lost by a small margin.
Gohan showed up after Chaozu was defeated as well. If all 6 of them fought fresh against the five of them how would it go down?

Vegeta and Trunks barly had even fight with Cell Juniors and the creatures were probably toying like Cell with Goku. They fail...
Piccolo alone had pl of 18,000 if i remember corectly and Gohan around 10,000. Z warriors win.

Freeza. While Vegeta is a better brawler and certainly no amateur in ki control, Freeza has far better techniques and a more durable body.
