RPG Site: Will there be any balancing to the roster at all for characters coming from the first game?
Hirano: So there’s obviously stronger and weaker ones depending on the characters. For example, it’d be quite odd if Yamcha were stronger than Super Saiyan God Super Saiyan Goku so there are some balances we need to implement in that sort of way. Basically we don’t want players to not be able to win just because they’re choosing a character that they like, so we are balancing that out within a certain range where if you’re good at the game you can still beat other opponents.
PG Site: What sort of customization can we expect this time with the character creation tools?
Hirano: In terms of customization we have a lot more volume such as more costumes and more features as well. In terms of the costumes, there were more popular costumes than others – and when you’re choosing a costume, you want to choose it because you want to look like that. So we’re adding in new features that players can be strong while choosing the costume that they really like.
RPG Site: In the first game one of the biggest user complaints was the RNG (random number generation) factor. Will RNG be more lenient or replaced with something different in the sequel?
Hirano: With regard to modifications and adjustments, we are making a lot of these based on user feedback. The bottom line is that we made it easier to acquire costumes or maybe items that drop during battle. It’s because we want our players to be able to move on to online matching – we don’t want them to not go there just because they don’t have specific items.
So, confirmed taking stats away from clothing? Or some type of modification transfer?

Stats on clothing don't need to go, we just need secondary slots to choose what style people will see. For example, I could have full gear with full stats on, but I want my character to be shirtless and still keep the stats. That's where secondary slots come in handy. Just like in DC Universe Online.

No. We need to remove them entirely. It ruins the whole point of attributes. I highly doubt Dimps would roll with such an idea.

Hmm. That last interview has Hirano seeming more concerned with wanting players to feel conflicted and want to change history than actually giving them the ability to do it and set their own what-ifs in motion.

No, we don't. Gear stats are half of our attributes. And I'm almost positive that Dimps will do something similar to what I was saying. In their last interview they said that we'll have a way to dress how we want and still keep the stats.

This implies that we'll still be strong thanks to our attribute points without having to be effected by the stats from clothing.
Well I am glad it seems clothing stats will be gone, or at least re-purposed so we can wear whatever we want and keep the boosts.
Why Dragon Ball Consistency in something such as power levels matter!

The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. Which, in fairness, is what happens, but the audience wants to be fooled. The audience wants to know that the world they're following has rules. That the world they're invested in isn't going to bend to external factors that are irrelevant to them.
An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

They wouldn't do that. Xenoverse is trying to be more of an MMO. Otherwise there wouldn't be a reason to hunt for gear other than style. Think of gear as attribute modifiers. If there's cosmetic slots to choose your own style, gear stats shouldn't bother you.
