Beerus is strong enough to destroy two sun without even trying, which was confirmed in the Resurrection F manga by Whis. Beerus is also stated to be strong enough to wipe out galaxies in BOG.

I'm not referring to battle power numbers. As I mentioned, we know he's the current strongest being in universe 7, but Whis has not had the need to use full power against an opponent. With a fraction of his power, he can manhandle Goku and Vegeta (post-SSJG power) at the same time with ease, put Beerus to sleep with a single karate chop, and slightly reverse time. For all we know, at 100%, he might even be comparable to Marvel deities, but we don't know what he's really capable of.

The Gods as I doubt Vegetto has a giant hidden power.

Cell as Super 13 is weaker than 16. 16 couldn't budge Semi Perfect Cell

Gogeta has this easily.
Why Dragon Ball Consistency in something such as power levels matter!

Beerus easily. Even if SSJG Goku and Ultimate Vegito teamed up, Beerus would still win.
I think Cell wins, because the Z Fighters that fight 13 are the pre-RoSaT ones.
