One could argue he only meant Mr. Buu, but it wouldn't make much sense since EoZ base Goku is already implied to be above Good Buu, and one could argue he meant Kid Buu, but that wouldn't make much sense since BoGT Goku said he finally got to have his rematch with Uub, which would be redundant if they hadn't at least reached Kid Buu's level yet.

Also, Base Goku (M2) blows SS Goku (Imegga) out of the water, and Rild is only slightly weaker.

So Buuhan makes the most sense.

Cell and Freeza are implied to be above Rild, since they stayed in Hell HFIL to confront Goku, while Rild went to Earth.

And Piccolo is the guardian of Hell HFIL in GT, meaning he's most likely stronger than everyone in Hell.

I think Metallic Rildo is around Buutenks level but still weaker then Buuhan. Rildo in his base form died from a combined Kamehameha attack from Goku, Pan and Trunks. I doubt a combined Kamehameha attack from those three can hurt Kid Buu or Buuhan. Rildo in his base form is likely around Mr. Buu level in my opinion.

Goku said Rild was greater than Buu after he powered up in his base form. Not the Metallic form. Base Rild being on par with Mr. Buu doesn't make sense, since he was on par with base Goku, who's much stronger than Mr. Buu.

Why couldn't a combined Kamehameha from those 3 hurt Kid Buu or Buuhan? GT base Goku is stronger than GT Gohan, who's stronger than Ultimate Gohan, so Goku being above Buuhan isn't unlikely at all.

Everyone in GT is much stronger than their Z counterpart.

My gut says Spopovich. I would guess that Giran's natural monster strength and abilities help him out, but he wouldn't measure up to someone who can use ki the way Spoppy was.

Unnamed Majin Grunts vs Ginyu Force

If they're meant to be considerably weaker than Pui-Pui (whom I currently consider about as strong as Oozaru Vegeta), then I'm guessing Ginyu could take them all on, especially with the rest of his team backing him up.

Imagine how easily 100% Freeza could kill Captain Ginyu, and double it. Now you have a rough idea of the massive power difference between Eighteen and Pui-Pui.

— THIS fight is a little closer. But Vegeta was presumably also still stronger than Freeza in this form (who I'd peg right at 2 million), and can win after a noticeably tougher battle.
— Vegeta as a Super Saiyan(around 110-120 million) could already conceivably beat 100% Freeza, but limiting Freeza to just 60% makes it easy.
— Gohan wins. At his best he wouldn't be significantly stronger or weaker than Goku was, in my book.

Hard to guess on this one, since it's not clear exactly how Vegeta measured up to SS2 kid Gohan before he got the boost from Bobbidi. The odds may lean in Cell's favor, I think.

— I flipped a coin, and then Vegeta "suggested" I ignore the coin flip's outcome. Vegeta wins this fight.
— Tullece would be about 500,000 or more to beat down KKx10 Goku, and Super Saiyan Bardock would also have been around 500,000 or more when he slapped Chilled around. So Tullece can beat Chilled just as easily as Bardock did.
— Bardock (500,000+) is about twice as strong as Vegeta here (250,000), and without a team to back him up like against Freeza, Vegeta can't make up for that. Bardock wins.

4 year old Pan vs 22nd Tournament Tenshinhan (no Tri-Beam)

My arbitrary power level number for Pan is over two hundred times greater than 22nd WT Ten's official number of 180. Go ahead and let him use the Kikoho. It doesn't even pinch.

No real way to tell. I like to think that Gogeta could at least put up a fight though.

End of Z Super Saiyan 2 Vegeta vs. Super Saiyan Gotenks (post-RoSaT)

Putting aside stuff from the movies with endgame conclusions we don't know of yet... due to the onset of age, and relative ease and relaxation of training, Vegeta wouldn't have increased by leaps and bounds. Gotenks is still noticeably stronger and wins in the end, but Vegeta definitely manages to get in a few good hits.

1.) Super Saiyan Gogeta vs Base Vegetto. (x50 enough to overcome Potara? Less or more?)
2.) Hypothetical Potara fusion of Trunks and Goten vs Gogeta (same form)

If four characters all had equal powers and skills, and two of them were rivals of Goku/Vegeta and Goten/Trunks caliber and they fused with the dance, and the other two were NOT rivals and they fused with Potara, who would become stronger? Rival boost vs Potara.

For one, I don't think the "rival boost" is actually some mathematical element that factors into a larger "formula" for Fusion. I think that Goku and Vegeta's rivalry is just one part of what makes them a good match for any given Fusion technique. A good Fusion requires a similarity in both body AND mind, and being rivals with someone is an extension of that. Both characters thinking they're the strongest dude ever results in a Fusion that really IS. That being said...

1) All other things being equal, the power increase of Super Saiyan is DEFINITELY stronger than the difference between the Fusion Dance and Potara in my book. The way I see it, Vegetto is "only" about 2-3x stronger than Gogeta in equivalent forms.
2) In addition to that, Goku and Vegeta still make a particularly extra-potent Fusion, for one reason or another. Gogeta wins this fight, but probably not super-easily.

I subscribe to a nifty fan-theory about Fusion which says that even though being similar in body/power/etc isn't a requirement for Potara like it is for the Fusion Dance, it still makes for a better Fusion if the two halves ARE similar. That said, Piccolo and Kuririn are a HORRIBLE match. The resulting "Piccolin" is probably only a few times stronger than Piccolo on his own. He could probably beat Perfect Cell, and put up a good fight against Majin Vegeta, but that's about it. He definitely loses to Fat Boo and anyone stronger beyond him.

— Piccolo mercilessly beats Gohan up, for old times' sake. His power advantage isn't huge, but it's enough.
— Drum wins, but Tao Pai Pai at least might be able to put up a better fight than Tenshinhan did.
— Kaioshin is noticeably stronger and much more skilled, even without being allowed to fly. Goten gets spanked and sent to bed without any dinner.

— The "Ultimate" power-up us based on dormant power. We don't even know for sure what it would do to Goku or Vegeta individually, much less to a Fusion of them.
— Android 16 is labeled as the strongest of Dr. Gero's non-Cell creations, and presumably that would apply to Super 13 as well. So Cell can beat Super 13 even more easily than he did 16.
— Just ballparking it, I could see Gogeta taking this. Fusion is hella powerful, and Goku-Vegeta Fusions are extra potent.

SSJ Gotenks (Post-ROSAT) vs. SSJ3 Goku (Kid Buu saga)

The mere 5 or so minutes Goku has in Super Saiyan 3 is more than enough to pummel Gotenks into the ground.

— Dabra easily KOs both kids while laughing. Dabra's strong enough to tango with one of the adult Super Saiyans, and being "bloodlusted" will probably just make Goten and Trunks more sloppy than they already are.
— Seventeen laughs as he flies circles around Yakon, before breaking several of his bones with one kick and then blasting him to bits.
— Well, we don't quite know how strong Tullece ended up with the 2nd fruit he ate, since he was immediately beaten before he could give us any feats by which to judge his strength. But assuming he received the same amount of power from the 2nd fruit as the 1st, and then became 10x stronger from Oozaru... he'd still be only a fraction of Kibito's strength. Right around 10 million, while being on-par with base Boo-arc Gohan would make Kibito several times stronger at least.
— I'm giving this one to Sauzer. His official power level (170,000) is just a hair below the one I give to Pui-Pui (Oozaru Vegeta's 180,000), but Sauzer's an extremely skilled fighter and literally a genius. He can more than make up for it.
— Despite being generally incompetent, merged Kaioshin is still leagues stronger than base Gotenks and can win easily. Let Gotenks use Super Saiyan and things change.

I think Piccolo's just starting to break into the SS2 realm of power by this point. So he can probably beat teenage SS2 Gohan by skill and sheer force of will, but he hits a wall against Majin Vegeta. Pan is probably on the wrong end of that gauntlet, though.

Is he really weaker than Raditz though? Okay, here dub confused since there's that part Emma says he defeated Raditz, and it's implied King Kai is stronger. That, and he knows Kaio Ken, presumably, so I figured he'd can beat King Vegeta. =P
