I don't think you guys are using the word "potential" properly here. Goku's potential strength increase was low. We see it as being very low. He then does something most Saiyans don't do (train aaaaall the frickin' time) as well as encounter magical items that increase his strength (the holy water and senzus for instant healing) and receive tutelage from actual gods. Under typical Saiyan circumstances, Goku would not have become as powerful as Radditz, whereas Vegeta would have stayed at the strength level that he was at when he first came to Earth.

Isn't potential always there, though? It just has to be fulfilled. By doing the right training, fighting, and having access to the best magical items as you said. True. But potential is always there. I hope we get another couple dbz movies after this one. Because nothing could compare to DBZ and nothing ever will!!! Anime/Manga writers these days are reusing too much of the same old ideas and giving their characters 2D fakeish personalities and emotions that they seen other animes and manga's do. Toriyama rarely read manga or watched anime. His ideas were completely new and fresh and thats why he was able to make this legendary master piece series.

Which means the low class only has a chance if he's really lucky. So in most cases the low class is fucked. Yeah, so the low class is lucky the elite squanders himself. Which means the low class can't be gifted and more talented than the higher breed class. Vegeta would be way better than Goku if he trained properly. The elite just are too overconfident. Note that it's not transformed Beerus and Whis it's strengthen. In japanese it could be either or but strengthened makes sense in this case.
