You can't claim someone is suppressing their power if there's no clear indication of it. When they are, it's always stated. Gohan even says Goten might become stronger than him if he keeps slacking off and Daizenshuu says both are around the same level.

Gohan surpassed Goku in the ROSAT too and he was a lot weaker than Goku before the training. The Daizenshuu is talking about potential most likely.Gohan even says Goten might become stronger than him if he keeps slacking off and Daizenshuu says both are around the same level.

I think SS Goten being Freeza's or Cell Jr.'s level both work just fine. Sparring with Gohan is not a direct indication in itself, since Goten would most likely try his hardest while Gohan would treat this like a sport, not to mention Gohan has been slacking off. I believe there is more than one reason, not that other people should think like me. Though, I didn't mean that reason specifically. Gohan realized Goten had power to compete with him, but is not like Gohan would fight Goten like he fought Cell. To add to the point that Gohan was rusty, subconsciously it's possible that Gohan doesn't put much of his power into mind. He always had trouble with it.
