Well, it's just purely based on the fact we've seen Tao Pai Pai battle and all we saw from Crane Hermit was nothing expect getting casually blow into the sky by a Kamehameha from Muten Roshi.

Taopaipai has displayed actual feats of combat in the story. Tsuru-sen'nin never fights. It's possible the Crane Hermit is stronger, but there is absolutely no basis to believe one way or the other.
