Maybe they want to show the audience that Black is actually getting stronger by giving him a transformation.
They just want to sell more toys and cards.
He should've been like Ultimate Gohan where he can access his full power without the need for a transformation.
July 9th 2018 will be remembered as the day Broly became canon.

A couple users mentioned a while back in the Official Announcement Thread that it would translate to that.

We'll know for sure when Goku says it in the NEP this Sunday. Not everyone has easy access to the é letter, though, so when it was translated, it probably got lost.

Super Saiyan Rose was pretty awesome.
[spoiler]And in case nobody noticed, it homages the Sailor Moon Black Lady transformation, where a good hero was corrupted into a villain with a pink and black color scheme.
That was a pretty interesting thing to note.[/spoiler]
