I don't think you'll want to do that. There's a mode "hosted" by #17 and #18 that seems pretty dependant on knowing what they're saying, and all through Story Mode battles, the characters talk to each other and you can press R3 at certain points in the dialogue to change the course of the fight. If the european version is not a simple "US-but-with-some-textlanguages-copy" or a "Japanese-that-nearly-anyone-can-understand-but-menu-translated-copy" then I will buy that one.
Otherwise I'll just import my own copy of Sparking Meteor from Japan :/
Generally the PAL versions of DBZ games have had the Japanese music and US voices as default settings, with the option to change to Japanese voices. I'm basing that on Super Dragonball Z, Budokai 3, Budokai Tenkaichi and Budokai Tenkaichi 2. Well, unless the various mainland Europe versions are different from the UK version.
