Which Buu? Mr. Buu might be the weakest Buu but I still think he wins since his regeneration is much better and I remember he was still able to stand back up after getting knock around from Kid Buu. Well since popularity seems to make characters many times more powerful than what they really are, now it seems more like who is more liked? But for me, i think Majin Buu(fat) would win. He beat down SSJ2 Majin Vegeta. I think that same Vegeta just SSJ2 without the Majin power up could destroy Super kenzen Cell.

Nail is an actual warrior-type Namekian. He's bred and built specifically for battle, which is going to give him a distinct edge in a fight with the Dragon-type Kami even at equal power levels.

Whether or not he's able to even match whatever form of Boo, Boo's still got better stamina and regeneration, and would therefore outlast the majority of Cell's attacks and/or wear him out before defeating him. Zenkais are practically impossible to calculate, as they vary from small to large, but as Kaboom said, if Cell gets lucky and gains a substantial enough healing boost, he might be able to put up as good a fight as SSj2 Goku or Vegeta would. Vegetto = Goku X Vegeta. Meaning he's at least several million times stronger than either of them individually. Powerful enough to retain his full consciousness and range of capabilities when turned into a piece of candy. Powerful enough to fix the universe with a punch.
Realistically, no amount of training or new transformation will allow Goku to ever match that.

Realistically (therefore barring GT) I think if there was a Super Saiyan 4 it would put Goku on U. Gohan's level, so no match for (Super) Vegetto.

The GT Perfect Files stated Gohan didn't neglect his training, so GT Gohan should be a good deal above Ultimate Gohan factually.
General Rild defeated Base Gohan when he fought him (though not without a good fight) and was stated to be above an unspecified Boo, going by where the GT Perfect Files places Gohan he should be above Gohan-Boo realistically.
GT Base Goku easily beat GT SSjin Gohan, which should place him far above Base Vegetto and Gohan-Boo.
Baby arc SSjin Goku alone should be able to easily beat down Super Vegetto then IMO, unless you ignore the GT Perfect Files... although nothing in GT contradicts it or suggests at all that Gohan got weaker or slacked on his training.
If this is Super No. 17 arc or Evil Dragons arc Son Goku I'd say he might be able to beat Super Vegetto even in base, since his power is constantly rising by Toei logic (several examples of this in both GT and Path to Ultimate Strength.)
