I thinks that's the "test" version which was sent by Atari to European magazines so they can make their review, somebody put it on the internet (that's why a lot of European people were able to play the game before its European release, which was today in France). I played with that version and you can't change costumes. You can only use the regular costume. i can give you some examples.
Final Fantasy 7 - Great game and have some useless items like the masamune's copy. there is even some stories that you will never see...
Grand Thief Auto: Vice City they want the guy swiming and put the delorean car in the game. Swim is on the new san andreas but the delorean we will never see it.
this are just 2 of all what i know. All games have unputed things because of the time or the disk Space. I'm sure the people behind the games had a lot of plans didnt materialized in the game T__T
By the way. That thing of the Costumes. its true T__T
i will buy the american version i think. Have them both.

I just unlocked some of the bonus sounds from the game now, and there's a whole section dedicated to "Fusion", including anybody who used the dance, potara, or absorption. Aside from the regular missing DU's for Gotenks, I stumbled across a left out "what-if" fusion character. Check out sound file 47 for the Ginyu/Recoome fusion. Unfortunately it was unamed, the character says "Of the Ginyu Force!!" with the dual voice. I can only imagine what that was supposed to look like.
More interesting DU. The Saibaman had his own story as well; from what I've peiced together, he fights Piccolo and loses, but for some reason Kuririn gets Piccolo to save its life. From there, it goes on to defeat Reccoome and Ginyu. At this point there's two different endings; either he dies on planet namek, or goes on to become a super hero in Satan city (the Great Saibaman.

MAN! I SOOOO hope that B3 is finished for the GC version. I MUST see this other stuff... Hmmm. Wonder if they'll release a B3 Special Edition or some such for the PS2 with all this other stuff eventually?

A full budokai3 would have soooo much more value!

Actually, I think I'm going to have to retract what I said about the Ginyu/Reccoome fusion. While the sound clip was listed under fusion, it they are speaking at the same time, I believe now they were simply yelling their motto, like they always did. After checking through Ginyu's sound files, I didn't find anything that would support their fusion, nor anything else.
However, there was an even funnier clip of Ginyu vs. Saibamen. You can hear Ginyu saying "N-no...could he be...the Legendary Super Saibaman?! Oh wait, I think I was thinking of something else..."

Well, there's no release date yet for the GC version of Budokai 3, but based on the last two games, you can probably expect it to be released around this time next year. It may contain more upgrades and whatnot, but I wouldn't expect too much.
EDIT: I almost forgot; someone on another message board (DarkSuun|DBZonPS2.com) used that infamous "codebreaker" code to unlock Bulma, and got this:

According to him, this only unlocks her capsule, but doesn't allow you to play her on its own. There was another code for the GameShark, but it didn't work when I tested it for myself, yet I still hear rumors of people who were able to do it.

There's a lot of unfinished stuff in Final Fantasy Tactics as well, a lot! What is it with developers and unfinished games these days, its worse than Shonen Jump manga-ka.
