The time when Goten was concieved is a whooole other matter that a lot of people aren't sure about. I would've liked it if it was during the 10 days of training before the Cell Games, when Gohan's at God's Palace and Goku and Chi-Chi are alone in the house. Pushes the idea that Goku left behind a son before he died. Yeah, for the ages and dates to match up, Goten would have to have been conceived, at the latest, a few months before the Androids' arrival.
The Androids show up in May. The Cell Games are also held that same May. Seven years later, at least a week or two (I forget exactly) before the 25th Budokai which is ALSO held in May, Goten is already noted as being seven years old.
Then again, nine months is a good chunk less than a year, so I guess maybe it could have been right before the Cell Games, technically.

There has to have been a ssj before Goku, if you count GT, which most people dont, but i do. Its an official sequel the anime. Anyway, elder kai knew about ssj4...so there has to have been ssj before Goku...probably as strong as Goku and Vegeta.

If you're basing this question entirely off of the manga, then that leaves room for debate... but the anime makes it pretty clear. To tell you the truth, it only makes sense that at least one Saiyan would have been able to achieve it, since it's in their blood.

Iv always thought that that the Legendary Super Saiyan was a SSJ4 because I think that the original Saiyans would just keep fighting and getting Zenkais and over a course of a 1000 years became weaker. So in the end they couldn't even access a sniff of there power. And it also gives a bit more meaning to Radits line to Goku saying that hes lost the source of his "true power". (Though he was actually talking about the Great Ape form but the SSJ4 thing gives it a second meaning).
