Altering one's body alters one battle power, you said it yourself. However Roshi's full power is not stated to be undetectable from the scouter, so I have no reason to think it is.

All of the stated power levels for Dragonball cannot coexist with the statements from the Manga itself, simply because of Muten Roshi being at 180 (full power or not is unknown though) and Piccolo Daimao being at 260. Unless 180 is Roshi's full power and is close to double his normal power. And to be honest I consider Piccolo Daimao's statements from the Manga itself above some latter power levels that were stated outside the Manga in terms of canon, but that's just me.

I think Cymbal would defeat Giran quite easily. I think the purpose of Yajirobe's battle with Cymbal was to demonstrate how powerful Yajirobe was, since even Goku's surprised at how Yajirobe killed Cymbal. If Cymbal's just some weak guy who could even be one-shotted by Chaozu, it loses the impact of what the battle was meant to portray. I place Cymbal at being stronger than Kuririn.
