Is Piccolo Strong enough to defeat Android 17 in Cell Saga?

If we are talking about the moment they fought, bias aside I still think Piccolo would win.
When 17 comments that Piccolo was starting to get tired, Piccolo answers back that 17's hits are weak. And his final attack, the one that failed against Cell, would have probably destroyed 17. I didn't seem to me like he took that long to charge it and if he managed to trick 17 once he'd probably would have succeded in doing so again.
But that just power-wise. Even if Cell wouldn't have intervened, 16 would have. Although I doubt he would've tried to fught Piccolo given his nature, just hold him back.

As for Post-RoSaT Piccolo, it'a pretty obvious.

Personally, I think Piccolo could have easily taken care of Semi-Perfect Cell at that point. He was holding his own against Cell Jr. something that Vegeta post RoSaT nr. 2 couldn't beat.
So in conclusion, I think Piccolo would have won.

Piccolo was much stronger than Vegeta before going in. So strong, that Vegeta thought it was unfair that Piccolo got his power so easily.
Vegeta lost his advantage against the weaker C18 pretty quickly in their fight, whilst Piccolo held out for a long time in his fight against the stronger C17. This indicates that there is some significant gap between their power.

The way the series show, much like what happened with Vegeta vs 18 happened with Piccolo vs 17. Both of them were on pair with their opponents, but began to lost due to the unlimited stamina of their opponents.

18 was playing with Vegeta at first.

Well 17 can't sense ki, so realistically, he doesn't know what he's talking about.

Also, it seems that 17 is not aware that 18 is holding back IMO. 17 is very impressed at Vegeta by how he is doing against 18, who is implying she is going all out after a while, while later when Semi Cell is around, she implies she was toying with him...


So it's a bit debatable all of that stuff..
