I think it's likely that they will do another game next year since I think the game will likely sell well in Japan. Saying it's the last is a gimmick to have more people buy it since it's the last. It happens all of the time when they said that it will be the last of something but then do another one. For example:

- X-Men 3 was state to be the last film but they end up doing two more a few years later

- Final Destination 4 was stated to be the last one but they did a 5th film two years later

- Halo 3 was stated to be the last and they end up doing Halo 4 like five years later (Three years if you want to count Halo: Reach)

- Friday the 13th Part 4 was said to be the final installment but they end up doing one like a year or two later

- Transformers 3 was said to be the last installment and now there have been talks of a 4th film

The list keeps going on and on. Not be surprise when Ultimate Blast/Ultimate Tenkachi 2 will be release next year.
I know, they just like you said tried to use their contract situation to boost sales.

They're making the new Saint Seiya game for the PS3 that's due to come out next February...so....ya know....Booyah :D

Sucks that it doesn't look like we're getting a new Dimps Dragon Ball game. (Their new project will be a day 1 buy, though lol)

They've been rather open about the fact that they will keep making DBZ games if the game sells well. They've said they'd consider both RB3 and UT2 if there was enough demand for it.
I'm re-watching Dragon Ball GT in full on my blog. Check it out if you're interested in my thoughts on the series as I watch through it!

Well I for one, am not buying anymore of their rehashed trash. Will patiently wait for a different developer to bring something new. Haven't bought one of their games since BT3.
