I don't think anyone has ever said that.. And right at the Cell Games, when 16 meets up with the other fighters, he gives Goku a better watch your back look. Both in anime and manga. #16, in the Viz manga, says, "I was created to kill you, Son Goku. Don't ever forget that." His previous smile (he was thanking Kuririn for helping him get repaired), turns into a frown when Goku says something to the degree of "Let's do our best!". Also worth mentioning is that Goku extends his hand to be shook by #16 but #16 instead responds with the above. Goku then says "Man... that's a downer..." and that's all we see.
While there is definitely some hostility about that, I actually don't think it means that he's going to kill Goku, at least not right away in the Cell Games (too much is at stake). I think it just means that there will always be a level of strong animosity between them due to the circumstances of #16's creation (perhaps he, like Cell, has a begrudging amount of respect for Gero for creating him), and that they can never be friends. Take and interpret the line however you wish, though.

It basically means that his wiring or something still makes him inclined to have animosity towards Son Gokuu and want to kill him, but now that he knows how much stronger than him he is, he'd never dare do that. Caring for nature's more important than getting his head blown off.
