But the "super second genarion" (Goten and Trunks) proves that it is not a single gene that determines the strength.

It would be much easier if we had got another 1/4 Saiyan in the series to compare Pan's abilities. In any case... CLONES!!

I don't think that's a good idea, because if they wish to make all Earthlings into Saiyans using the Dragonballs, which means they probably gain the tails, then they're looking at the moon that turns them into Oozaru army, starting to destroy everything on Earth until Earth's destroyed with the full of Oozarus? That's why that's a bad idea to use that.

You can't change a person's race with the Dragonballs. It didn't work with 17 and 18 to be wished back as fully humans. :/

In DBO you awaken you Saiyan Blood. It was there, small and hidden, but there already. It kinda sucks.

Actually, it didn't work because the Artificial Humans were stronger than Dende & Shen Long. A normal human however, like Bulma, should not be a problem. Shen Long could probably turn her into a dog, or even kill her if someone wished that.

When granting the wish to remove 17 and 18's bombs, Shenlong did say that he could grant that wish because it didn't make them weaker or alter their fundamental state of being. I'm pretty sure turning Bulma from a human to a dog doesn't meet that condition...
